Resolution/Document Body

              WHEREAS, the Tompkins County Housing Strategy calls for the Tompkins County Department of Planning and Sustainability to undertake an annual rent and vacancy survey of rental units in Tompkins County, and

 

WHEREAS, the Tompkins County Department of Planning and Sustainability intends to use consultant services to assist in developing a replicable survey methodology and then to conduct the survey, and

 

WHEREAS, the County Legislature, in approving the 2017 budget for the Department of Planning and Sustainability, placed funds in the amount of $30,000 in the Contingent Fund for the purpose of supporting targeted Department of Planning and Sustainability projects to implement the Housing Strategy, and

 

WHEREAS, the Tompkins County Legislature through Resolution No. 2017-55 authorized the use of $1,750 of these funds to split the costs of a water and sewer infrastructure study in the Town of Dryden to determine the potential for new housing development, leaving $28,250 in the Contingent Fund for the purpose of supporting targeted projects to implement the Housing Strategy, now therefore be it

 

              RESOLVED, on recommendation of the Planning, Development, and Environmental Quality and the Budget, Capital, and Personnel Committees, That the Director of Finance be and hereby is authorized and directed to make the following budget adjustment for 2018:

 

              FROM:               A1990.54400 - Contingent Fund                            $28,250

              TO:                            A8027.54442 - Professional Services              $28,250

 

              RESOLVED, further, That the County Administrator or designee be and hereby is authorized to execute any contracts related to this project.

Ms. McDonald provided an update for the Committee regarding the authorization for a consultant and the additional $30,000 allocated from the Contingent Fund for the implementation of the Housing Strategy. A request for proposal (RFP) was initiated and four responses were received that were higher than anticipated and taking a step back and more clearly evaluating the benefits versus the cost. She stated following her conversations with Mr. Snyder and upon his recommendation, she is bringing forward this resolution that will allow for use of the funds if a solution is found and if not the funds would then become rollover.

Ms. Kiefer is opposed to this resolution because she would like to see the funds moved to the 2018 Budget.

In response to Mr. Morey’s question about the survey for a study in the Town of Dryden, Ms. McDonald said $1,750 of the $30,000 set aside in the Contingent Fund to pay for the rental housing vacancy and rent survey was used for an infrastructure survey in the Town of Dryden. The remaining amount available to be appropriated is $28,250.

Ms. McDonald further commented in response to Mr. Klein, that this will likely be a survey that is done every 3-5 years and not annually.

Mrs. McBean-Clairborne said the City of Ithaca through the Ithaca Downtown Alliance conducts a vacancy survey and asked if the County’s efforts are duplicating that effort. Ms. McDonald said the City is interested in what the County finds. There have been some discussions that there have been discrepancies in the City’s information. City Planning staff have been invited to participate in the discussions with the County.

Ms. McDonald said Legislator Kiefer questioned in the Planning, Development, and Environmental Quality Committee if the contract and survey could be done in 2018. There was not support for that, but she said that question may come up at the Legislature meeting when the resolution is being discussed.
