Resolution/Document Body

WHEREAS, Tompkins County and the Town of Dryden (the Town) cooperatively maintain bridges on Freese Road (BIN 3209800) over Fall Creek, and on South George Road (BIN 3209830) over Virgil Creek in accordance with Resolution Nos. 43 of 1946 and 259 of 1998, and

 

WHEREAS, in response to deterioration of these Bridges, the County included their reconstruction in its Five-Year Bridge Plan and Capital Program, and

 

WHEREAS, the Town has been granted funding through the New York State Department of Transportation (NYSDOT) “Bridge NY” program that will pay 95% of the entire bridge reconstruction project costs, saving approximately $2.44 million in County funds compared to completing these works with local funding, and

 

WHEREAS, the Town has entered into agreements with NYSDOT to complete design and reconstructions of the structures in accordance with Federal and State highway standards, and

 

WHEREAS, the Highway Department (D Fund) has an adequate unassigned fund balance to cover the estimated project 5% local share, now therefore be it

 

RESOLVED, on recommendation of the Facilities and Infrastructure and the Budget, Capital, and Personnel Committees, That the County Administrator be and hereby is authorized to execute an Agreement with the Town of Dryden to fund reconstruction of the bridges in the amount of up to $191,887 and to specify responsibilities for their continued cooperative maintenance,

 

RESOLVED, further, That the 2017-2021 Capital Program be amended to add the South George Road and Freese Road Bridge Replacements Project and reflect a total project cost/funding contribution from Tompkins County of $191,887,

 

RESOLVED, further, That the Director of Finance be and hereby is authorized to allocate $191,887 in fiscal year 2017 from the Road (Highway) Fund Balance, as needed, to the South George Road and Freese Road Bridge Replacements Project Capital Account (HZ 5327.59239.53.27):

Mr. Smith explained that the resolution is to authorize an agreement with the Town of Dryden. The projects were awarded to the Town through the Bridge NY program and the bridges were originally on the County’s Capital Program and the combined cost for these projects was $2.44 million in County funds. Through this agreement in conjunction with the Town having been awarded funding that covers 95% of the cost the remaining local share would be $191,887 that the County would be covering while still seeing a significant savings to the County.

Mr. Klein inquired about the replacement being one-lane versus two-lanes. Mr. Smith stated the Town of Dryden will be progressing this project and having multiple local meetings. The decision as to the number of lanes will be a decision determined by local input and the source of the funding and due to the funding involving the Department of Transportation (DOT) the work will need to be completed to their standards. He said the DOT has stated it will need to be a two-lane bridge and he is aware that it is a controversial issue locally.

Ms. Black inquired about the cost difference between a one-lane and two-lane bridge. Mr. Smith explained that usually the cost of a two-lane bridge is not significantly more than a one-lane bridge but this funding is for a two-lane bridge.

Ms. Robertson stated that the Town Board is on record for desiring this bridge to remain one-lane and the residents in that area are not interested in a two-lane structure. She is supportive of the Town's desire and spoke of the bridge having a historical value and being in a community setting that should not be a constraint to the area.

Mr. Morey asked if the design of the structure will need to be approved at State and Federal levels. Mr. Smith explained the Federal highway funding allocated for this project determines the design standards that review traffic volume for the structure. He said the DOT has determined based on the level of traffic on this bridge that a two-lane structure would be needed. Mr. Smith stated that comparisons have been made to the Forest Home Bridge project and explained a different type of funding was utilized for that project.

Mr. Smith would like to assist the Town of Dryden in paying for the local share of the proposed project and if the plans somehow change in the future it would be brought back to the Committee for further discussion. He said there is a Public Meeting scheduled for January 10, 2017, concerning the project.
