Resolution/Document Body

WHEREAS, the New York State Department of Labor has received a United States Department of Labor Round VIII Disability Employment Initiative Grant, and


WHEREAS, the Tompkins County Workforce Development Board collaborated with the New York State Department of Labor in the grant application and will be a grant subrecipient, and


WHEREAS, this funding is the first year of a three-year grant and will provide support to youth (ages 14-24) with visible/non-visible/significant disabilities (including those who have chronic health conditions) in order to improve employment outcomes by increasing their participation in existing career pathways/programs, and


WHEREAS, no local funding is requested for this initiative, now therefore be it


RESOLVED, on recommendation of the Planning, Development, and Environmental Quality Committee, That the Tompkins County Legislature hereby accepts the funding in the amount of $18,785,


              RESOLVED, further, That the Finance Director is authorized to make the following adjustment to the 2018 budget:

Ms. Mattick explained that the funding in the resolution is related to funding that will be received in 2018 and when the budget was developed for 2018 this information was not available. She said there are two separate resolutions because the Workforce Development Board and the Office of Employment and Training are two separate entities.

Ms. Mattick stated the United Stated Department of Labor has had the Disability Employment Initiative for over ten years and Tompkins County has been able to access some of those funds and has established Disability Resource Coordinators at the Tompkins County Workforce New York Career Center; there are currently one and one-half staff at the Center to assist people with disabilities. She stated there is a lack of individuals in the community for the job opportunities available and this assists in connecting as many people as possible to the workforce including people with disabilities as they are a critical component of that. This funding will allow for one additional staff person who will focus on moving 14 to 24 year olds into the workforce. There will be work with collaborators including the school districts, Tompkins-Seneca-Tioga BOCES, Challenge Workforce Solutions, and other service providing entities. She said this resolution is for the first year of a three-year grant for the Tompkins County Workforce Development Board.
