Authorizing Acceptance of a New York State Upstate Airport Economic Development and Revitalization Grant for Expansion and Reconfiguration of the Airport Terminal and Other Projects - Ithaca Tompkins Regional Airport

Resolution/Document Body

WHEREAS, in mid-2016, New York State announced an Upstate Airport Economic Development and Revitalization Grant Program that offers grant funding for eligible airports in order to perform a broad range of capital improvement projects, and

 

WHEREAS, on May 3, 2018, the Governor announced an award under this program to the County of Tompkins, Ithaca Tompkins Regional Airport, for several projects including: expansion and reconfiguration of the airport terminal, improvements to the building, installation of Geothermal Water-Source Heat Pump System, building of a federal customs facility, and various other site enhancements, and

 

WHEREAS, to accept the award and complete the project, the County of Tompkins and the State of New York must enter into an Aviation Project Funding Agreement, which authorizes the undertaking of this project and payment of State shares for the project, and

 

WHEREAS, under the grant award, Tompkins County is to be reimbursed throughout the grant period up to $14,200,000 towards completion of the projects with a total project cost of $22,037,000, and must furnish approximately $7,837,000 from other funding sources - Federal Aviation Administration Airport Improvement Program (FAA-AIP), Passenger Facility Charges (PFC’s), and other funding sources, and

 

WHEREAS, Tompkins County accepts full responsibility of any additional costs or cost over runs beyond the grant award, now therefore be it

 

RESOLVED, on recommendation of the Transportation Committee, That the Tompkins County Legislature hereby accepts funding from the New York State Department of Transportation, 

 

RESOLVED, further, That the County Administrator, or his designee, is authorized to sign:

 

1.              Any and all agreements between the County of Tompkins and the State of New York for the above-named project;

2.              Any and all agreements between the County of Tompkins and any third-party subcontractors necessary to complete the project, if appropriate;

3.              Any and all agreements with other organizations that will be participating in the project.

 

RESOLVED, further, That the County Administrator is authorized to execute all necessary documents for the following:

RESOLVED, further, That the grant offer from the NYSDOT of $14,200,000 be and hereby is accepted and that the County Administrator is authorized to execute the required documents.

Ms. Dawson called attention to the wording authorizing the County Administrator to sign contracts and said there are concerns related to the source of electricity that will be coming from off-site and asked about the bid process to purchase electricity from a particular place and if this authorizes him to bypass any rules or process in place. Mr. Molino said this resolution only authorizes him to sign contracts related to the Airport construction project. Any future contract would require Legislature approval.

Ms. Robertson spoke of a prediction that was made by her predecessor years ago that the Airport would need to use property taxes and that has not been the case. The Airport is an enterprise fund that in huge proportion has a bright future due largely to Mr. Hall.

Mr. Molino reviewed possible ways to cover the additional funding that would need to be secured. Mr. John said he believes the County could assume the debt services but also thinks it is possible other funding will become available. Mr. Molino agreed there are other potential revenue sources and said he also felt comfortable in moving forward with the project.
