Nick Goldsmith, City and Town of Ithaca, Sustainability Coordinator, provided a presentation entitled Ithaca Green Building Policy that included a detailed update. The Policy has been released to the public and the public comment period is currently open. A public outreach event has been scheduled for March 28th at The Space at Green Star and once the report is adopted it could be finalized by early fall 2018. Mr. Goldsmith stated the policy would be for all new construction, gut renovations, and additions over 5,000 square feet for residential or commercial buildings and there is nothing retroactive set up for recently constructed buildings.

Ms. Kelles stated the County’s goals are known and understood but this needs to be a collaborative effort by other municipalities. She asked if there has been a large amount of feedback from developers following this policy being released. Mr. Goldsmith said there has not been as much feedback as expected; however, a meeting is scheduled with Cornell to address their concerns.

Ms. Dawson expressed her concerns regarding a flood of applications being submitted once this Policy is approved from people trying to get in under the wire prior to the policy taking affect. She is hopeful a proactive approach is taken and a deadline is set to handle this.

Ms. Kelles inquired about consideration of this Policy being a part of the Community Investment Incentive Tax Abatement Program (CIITAP) eligibility. Mr. Goldsmith spoke of the recommendations and the levels necessary to reach an incentive package. He said further conversations will need to take place regarding which initiatives will be included. He stated the Policy includes a proposal for attaining the highest level then being able to select a choice of incentives.
