Mr. Mengel explained that the Title VI Program plan is required by the Federal Transit Authority (FTA) to be updated every three years in order to receive federal transit funding. He said the County has made progress in its limited English proficiency programs and through work with Cornell Cooperative Extension documents have been translated and subtitles have been added to education videos. He said information will be made available in any requested language or format.

Mr. Mengel conducted a follow-up survey with the English a Second Language agencies that was done two years ago and good suggestions were returned. He said he will work with TCAT and Gadabout on those suggestions.
