Authorization to Execute a Contract for Purchase and Implementation of a Weigh Scale Software System for the Department of Recycling and Materials Management

WHEREAS, the Department of Recycling and Materials Management (R&MM) completed a thorough review of financial and account transactions, processes, systems integrations, and records and information access and retention requirements related to departmental goals, programs and services, and determined that the manual, paper-based system and existing software is not capable of meeting the Department’s current and future needs, and

 

WHEREAS, the Department of R&MM, in coordination with Tompkins County Information Technology Services (ITS), participated in a Smart Office Business Process Analysis conducted by the Tompkins Cortland Community College BIZ process to help structure and define the Request for Proposal (RFP) for a weigh scale software system, and

 

WHEREAS, the Department of R&MM, in coordination with ITS, issued a RFP for a software system, and

 

WHEREAS, based on the RFP and interview process, and the additional review of requirements by ITS, the Department has selected a vendor to meet their long-term project and service needs, now therefore be it

 

RESOLVED, on recommendation of the Facilities and Infrastructure Committee, That the County Administrator, or his designee, is granted authority to enter into a contract with Paradigm Software L.L.C. of Cockeysville, MD, other County ongoing professional support contracts, and utilization of the New York State Office of General Service background contract,

 

RESOLVED, further, That the Tompkins County Department of Recycling and Materials Management is authorized to expend funds defined in this resolution for professional services and software licensing associated with this project implementation,

 

RESOLVED further, That the aforementioned project be paid for by using $47,353.00 from account HH8101.59239 proj.81.65 RSWC/FACILITY SITE UPGRADE.

Ms. Eckstrom explained that the current software has been used for over twenty years and she has worked closely with Mr. Potter, Director of Information Technology Systems, over the past nine months to procure new scale software for the Department of Recycling and Materials Management. She said the Tompkins Cortland Community College (TC3) Smart Work process was utilized to develop the requirements for the request for proposals (RFP) and the Department recommends the contract be awarded to Paradigm Software L.L.C. of Cockeysville, MD. The software will take about four to five months to implement.
