Mr. Snyder provided an update on the 2019 sales tax distribution summary. He reported the County's portion of sales tax distributions for September was down 2.83% compared to last year. As of the end of September, year-to-date tax distributions for the County's portion increased 4.03%. The County's portion of sales tax distributions for the 3rd quarter of 2019 was up by 3.0% compared to last year. Despite September being down this is still the County's highest 3rd quarter on record which follows its highest 2nd and 1st quarters on record.

The County's portion of casino gaming receipts for the 3rd quarter of 2019 was up by 0.2% compared to last year; year-to-date receipts are up by 5.3%.

In response to Ms. Dawson, Mr. Snyder said the impact to the County as a result of the change in AIM (Aid and Incentives to Municipalities) which is now coming from the County's sales tax versus directly from the State, is $387,278. He said $311,000 will be coming from the December sales tax and the remaining will be coming out of the May 2020 sales tax. He expressed concern with the action by the State to stop funding a program it historically funded and placed the responsibility on counties; stating this sets a dangerous precedent. There was discussion of Internet sales tax and the lack of information being received from the State. Mr. Lane said this is an area that counties need to push back on and agreed with Ms. Robertson's suggestion that the subject of sales tax and AIM funding be a topic taken to NYSAC.

Mr. Molino said the casino revenue numbers will be monitored with a report back in December.
